Sections 1 - 3

SECTION 1.  MANAGEMENT POSITIONS

 

A. The members of the Board of Directors (other than the President Vice President and Secretary/Treasurer) perform the duties of the following Management positions They may delegate work to other volunteers Other management functions may be established by the Board with the Vice President being responsible for executing them or finding a volunteer these currently include Summer Camp Coordinator and KidSafe Coordinator.

 

B. DIRECTOR OF REGISTRATION Schedules and runs VSA Registration events arranges for registration forms to be designed and printed collects fees for registration and uniforms and coordinates the setup of House League teams

 

C. DIRECTOR OF COACHES Recruits trains and assigns Coaches and Assistant Coaches for all House League teams. Assists the KidSafe Coordinator in obtaining signed KidSafe forms from all new coaches. Acts as the focal point to respond to the interests and concerns of the coaches and articulates Board policies to the coaches

 

D. DIRECTOR OF EQUIPMENT Purchases and maintains all VSA owned equipment (nets balls goalie jerseys comer flags marker cones etc) and coordinates the distribution and collection of equipment before and after each season Uniforms are handled by a different Director

 

E. DIRECTOR OF FIELD OPERATIONS  Responsible for field maintenance such as lining comer marking and net and goal repair or movement.  Assists the Commissioner in evaluating field conditions during inclement weather.

 

F. DIRECTOR OF PUBLICITY Publicizes VSA Registration and other events in various media and prepares and posts roadside informational signs

 

G. DIRECTOR OF TEAM PARENTS Recruits and trains a Team Parent for each team in the House League. Assists the KidSafe Coordinator in obtaining signed KidSafe forms from all new Team Parents Coordinates Team Photo Day, orders trophies and awards, and distributes schedules and newsletters to Team Parents. Team Parents assists the Coaches by calling parents about practice cancellations and arranging for parents to bring post game snacks and drinks each week.

 

H. DIRECTOR OF UNIFORMS Coordinates the purchase and sale of the standard House League reversible jersey and socks. Players must provide their own cleats (or athletic shoes) and hard shin-guards. Uniforms are made available for sale at Registration and during the first week of practice each season.

 

 

SECTION 2.  TRAVEL AND SELECT TEAMS

 

A. Travel and Select programs associated with VSA are governed by the VSA Board and represented on the Board by the Travel Commissioner. The VSA Travel team committee will be governed by a set of rules and guidelines developed by the Travel Committee and approved by the VSA Board. The VSA Board must approve all travel coaches and has the authority to remove a coach or volunteer that is determined to be detrimental to the goals of VSA.

 

B. VSA attempts to provide for the needs of both Travel/Select and House teams as much as possible but when unavoidable conflicts arise (lack of sufficent practice space at Long Park, lack of funds to cover all requests etc) the interests of the House league will take precedence. Travel and Select teams may conduct fundraising activities to meet their budgetary needs and are eligible for all rights afforded to a Virginia 501c3 corporation.

 

SECTION 3.  RULES OF THE GAME & SIDELINE ETIQUETTE

 

A. VSA soccer games will be governed in all cases by the official Laws of the Game approved by the Federation lntemationale de Football Association (FIFA) and the United States Soccer Federation (USSF) except as amended by the Board of Directors The current modifications and additions to the Laws of the Game are listed in Appendix A

 

B. Players coaches and spectators from each team will stand on opposite sides of the field. All will stand at least 3 feet behind the sidelines so that the Assistant Referee will have a clear view of boundary lines. No one will stand in the sideline area between the 18-yard line and the goal line (penalty area) or behind the goal lines

 

C. Coaches and spectators are asked to provide POSITIVE encouragement and advice from the sidelines. Good sportsmanship and fair play are to be emphasized at all times and adults are expected to set good examples for the players. Criticism of the Referee or Assistants from the sidelines is not permitted. Questions about controversial calls should be directed to the coach who may seek an explanation from the Referee at an appropriate time. Decisions involving the Referee’s judgment are final and may not be appealed. The coach is responsible for the behavior of substitutes AND spectators and may receive a sanctioning or ejection if unacceptable behavior occurs. Coaches and spectators are encouraged to obtain and read the official FIFA Laws of the Game and VSA s amendments to it (Appendix A)

 

D. Coaches players AND spectators are reminded that our parent organization the Virginia Youth Soccer Association (VYSA) has a strict policy against abusing, arguing with, or threatening referees and/or assistants. VSA can be fined if such incidents occur even if they occur at our own House League games. VSA will forward any such fines to the responsible party and failure to pay the fine will result in the offender being barred from future participation in all VSA activities.
