SECTION 10. PURCHASE OF UNIFORMS AND EQUIPMENT
A. Directors will not spend or commit VSA to spend amounts exceeding $100 without the advance approval of the Board of Directors.
B. UNIFORMS The reversible jerseys used in the House League will be provided to members at a cost determined by the Board.
SECTION 11. SPONSORS AND FUNDRAISING
A. VSA Board currently does not support fundraising for the House league that involves the children.
SECTION 12. RELATIONS WITH COUNTY PARK AUTHORITY & OTHER LEAGUES
A The Commissioner is the primary point of contact with the Prince William County Parks Authority. The Secretary/Treasurer is responsible for submitting all County levied fees. The coordinator of the Summer Soccer Camp program is responsible for obtaining the appropriate County permit. VSA Board will approve all camp vendors used as fundraisers for the league.
B. County policy states that at no time will non-residents of Prince William County comprise greater than 20 percent of the total registered player population (House League and Travel program combined) VSA collects an additional amount at registration to cover the higher County user fee for out-of county players
SECTION 13. MEMBERSHIP IN THE CORPORATION
A All parents of children currently registered to participate in VSA activities are automatically members of the corporation including parents of children on Select or Travel teams. Board members, coaches, and other volunteers who are not parents of registered children will also be included as members of the corporation.
SECTION 14. DEFINITION OF HOUSE LEAGUE DIVISIONS
A The usual Division alignment is U5 , U6, U8 and U10. U12 and older teams will be sponsored to the local classic league for play. In certain circumstances an advanced player may be permitted to play up in the next higher division with the approval of the Commissioner. Players wil not be allowed to play down.
B The cutoff dates for determining a player's assignment to a particular division by age will be July 31st.
C Players on the field at any one time shall be limited per team for these age groups to U5 - 4 per side, U6 - 4 per side, U8 - 5 per side, U10 - 7 per side.
SECTION 15. FEE SCHEDULE AND REFUND POLICY
A. The fees charged for participation in the House divisions will be determined by the Board and posted on the website or registration link. The Board will have the right to establish a non-refundable late fee for registrations submitted after a specified date.
B. Fees for the Classic program will follow the above guidelines.
C. A discount structure will be maintained for families will multiple players. Special discounts for volunteers may be created by a decision of the Board.
D. Fees for Travel teams (both Boys and Girls) are determined in large part by the individual team managers. A seasonal travel team fee, payable to VSA, will be established by the Board.
E. In the House League, refunds will be made only prior to the second game of the season.
SECTION 16. REGISTRATION PROCESS
A. Registration for the recreational league will be mainly via the website. At least one in-person registration will be held prior to each season at a time and place determined by the registrar/administrator. Notice of the in-person registration will be posted on the website.
C A registration is required for EACH player complete with pertinent medical history. The League will do its best to make accommodations for same day practice for players with siblings.
